THE 2023 ANNUAL MEMBERSHIP MEETING OF THE HOMEOWNERS ASSOCIATION took place on Monday, November 20, 2023 at 6:00 P.M. at the Disabled American Veterans (DAV) Hall. at 6880 Palmer Park Blvd. The 2024 Annual Membership Meeting will take place in late November 2024. Check back here for the exact date and time but all homeowners will be mailed all the details.

From 2006 when the HOA was formed, up until around 2017, the HOA was managed by a company called Z&R (later bought out by RowCal in 2022). In mid-2017, the previous board of directors changed management companies to Colorado Association Services (CAS, an Associa company), a very large company that didn't mesh very well with our smaller, family oriented HOA.
In late 2019, we began considering a new management company to move away from CAS and later we made the decision that our new HOA management company would be Diversified Association Management beginning July 1, 2020.
In 2023, a large management company called RowCal bought out Diversified and in 2024 they began transitioning workflow and contracts to RowCal.

EVENTS
WEEKLY TRASH & RECYCLE PICKUP
- On June 1, 2020, new Waste Management trash pickup rules went into effect. You can (click here) for all of the pertinent info.
YEARLY ASSESSMENTS (HOA DUES)
- Homeowner Assessments (Dues) for the current year are now due on March 1 of the current year. The HOA Board of Directors "voted in" changes to the HOA Collections Policy so that the yearly assessments due date is changed to March 1st (instead of Jan 1st) for the year of 2020 and every year forward.
- There is also a grace period after March 1st, but if assessments are not paid by March 30th, a late fee of $10 per month plus interest will begin to accrue.
- There will also be other administrative fees the management company may be required to assess if assessments, fines, or fees are not paid in the months that follow. Contact the management company or a board member if you need help with payment arrangements,
- There is currently no plan to raise the yearly assessment amount of $472 per year (equates to about $39 per month).
CORONAVIRUS/COVID-19
- As of July 1st, 2020, covenant and rule enforcement resumed to normal.
- In March 2020, the Board decided to temporarily ease street parking and other rule restrictions (except the most serious of safety concerns such as parking in front of a fire hydrant, parking over the sidewalk, or parking near a stop sign or street corner). In July 2020, the loosening of restrictions will come to an end to coincide with the easing of State of Colorado imposed closured of many business and will also coincide with the new management contract with Diversified Association Management company.
- Also in March 2020, the Board implemented actions to waive late fees, interest, admin fees, etc on most HOA homeowner accounts amid layoffs/pay-cuts due to COVID-19 and increased stress on families. By May or June 2020, the Board expects the financial and emotional stresses will ease and HOA dues collections, late fees, and late interest will resume.
- During the COVID-19 health and economic crisis, the HOA board of directors chose not to close the HOA owned park and basketball court unless extreme conditions exist in the future. The use of the park is at the discretion of homeowners themselves and parents themselves will decide if their children will play at the park or on the playground.

PARK AND OTHER IMPROVEMENTS
- The Basketball Court was installed in August 2019.
- The Playground install was finished October 11, 2019.
- Repair of the concrete sidewalk on the south side of the park (as well as the drainage duct underneath that was causing it to erode) was finished on March 28, 2020. Four tons of fill dirt was inserted under the sidewalk (during mud-jacking operations to repair the sidewalk) and under the street due to severe water erosion from under the street. This very likely saved the sidewalk and street from collapsing into a sinkhole. Some finishing touches (to seal the cracks between the street and gutter) were then put into place in order to prevent further erosion over the years.
- During the 1st week of June 2020, wood timber blocks were installed along the trail on the southwest side of the park. This was to help stop the water flow from the creek bed from going over onto the trail and washing out the reddish-pink gravel-rocks on the trail as has been the case over many years. A small to moderate amount of gravel was installed as a test to see how the timbers would hold up. On Friday afternoon, June 26, 2020, a massive torrential hail and rain storm hit the area and washed over and under the timbers. This and a few other rain storms showed that we needed to have a more comprehensive storm water erosion prevention plan in place. That plan has been implemented and work began (on the west side cul-de-sac park entrances) in October 2020 to prevent further erosion in our park and trails. Extensive drainage and erosion control projects then resumed in March 2021 and a majority was completed during the summer.
- The first set of park benches, picnic tables, and trash receptacles were installed in November 2020. Plans for further park development as well as landscaping improvements along Hannah Ridge and Palmer Park Blvd will be developed at the planning team meeting and then solidified at the next board of directors meeting. - Torrential rain and hail once again hit Colorado during the spring and summer of 2023. This time, it not only washed out the orange/red gravel paths on the southwest side of the park, unprecedented water flow from the northeast area of the park flowed through the other trails in the park and have eroded some areas of the trails that were never an issue in previous years. A new fix is in the works for this latest issue but repeated rain storms have continued to erode the park path and have cause delays in the fix actions.
PARKING LOT ON THE NORTH SIDE OF THE PARK
- The park parking lot (on the north side) was painted on Tuesday, January 21, 2020 to include a handicap spot and parking spot lines and numbers. On Tuesday, January 28th, red "fire lane" lines and a "Feathergrass HOA" sign was installed.
- The parking lot entrance sign indicates "Parking by Permit Only". The HOA will soon implement parking permits for this lot, and we will notify all vehicle owners who use this lot with instructions on how this will be implemented. This is not long-term parking for all your extra vehicles. Ideally you should only be parking one of your vehicles in the lot at any given time (only if your garage and driveway are already full of your cars) and they should not sit there for several days at a time. This lot is not for extra unused vehicles that should instead be sold or disposed,
HOA BOARD MEETINGS
- A new group of board of directors took over in early 2019 by using the power of the petition to oust the previous board who were inactive, refused to make community improvements, refused to have yearly board meetings and violated many of the HOA governing rules. We hope you have noticed the many community improvements since then. You will continue to see positive changes that will increase the values of our homes, the quality of life for our families, and continue to make our neighborhood a great place to live.
- Petitions rarely work to oust board members because a super-quorum (201 homes) is required to recall any board member, (and it is rare to even get a normal quorum of 40 homeowners at a meeting) but the previous board would not listen to homeowners and refused to even have the minimum of 1 yearly homeowner membership meeting.
